HERS-ST is an engineering/economic analysis (EEA) tool that uses engineering standards to identify highway deficiencies, and then applies economic criteria to select the most cost-effective mix of improvements for system-wide implementation. HERS-ST is designed to evaluate the implications of alternative programs and policies on the conditions, performance, and user cost levels associated with highway systems.

EconWorks is a collection of web-based tools designed to help planners incorporate economic analysis into early project decision making. EconWorks includes: a library of case studies, a web-based tool that estimates the economic impact of potential projects, and downloadable spreadsheets useful for assessing other economic benefits from transportation projects.

The Highway Freight Logistics Reorganization Benefits Estimation Tool estimates total benefits associated with highway investment by establishing a relationship between elasticity of demand with respect to highway performance, elasticity of demand with respect to price, a set of other region-specific variables, and the conventionally measured freight benefits resulting from travel time savings and other user benefits.

The Freight Analysis Framework (FAF) integrates data from a variety of sources to create a comprehensive picture of freight movement among states and major metropolitan areas by all modes of transportation. With data from the 2007 Commodity Flow Survey and additional sources, FAF provides estimates for tonnage, value, and domestic ton-miles by region of origin and destination, commodity type, and mode for 2007, the most recent year, and forecasts through 2040. Also included are state-to-state flows for these years plus 1997 and 2002, summary statistics, and flows by truck assigned to the highway network for 2007 and 2040.

Freight Performance Measures web tool allows users to access freight performance data through the internet. By utilizing the FPMweb tool, users can quickly assess the current state of freight mobility within their jurisdiction and conduct ongoing trend analyses over several months or years. A user must have an account to log into FPMweb.

The FHWA Freight Planning Listserv is a public listserv created for practitioners in the arena of freight planning and those interested in the topic, and is intended to disseminate information on innovative or best-case practices for meeting metropolitan and statewide freight transportation planning needs.

The Freight Model Improvement Program is a collaborative effort of the transportation research community, technology vendors, consultants, and public agencies to improve the state-of-the-art and the state-of-the-practice in freight-demand models and their application to transportation policy and planning in federal, state, and local governments.

The National Highway Planning Network (NHPN) is currently a 1:100,000 scale geospatial network database that contains line features representing just over 450,000 miles of highways in the United States. The NHPN contains geospatially referenced information on the National Highway System (NHS), the Eisenhower Interstate System, the Strategic Highway Network (STRAHNET), and NHS Intermodal Connectors. In terms of highway functional class it covers all principal arterials and rural minor arterials. It also has an existing linear referencing system that allows Highway Performance Monitoring System (HPMS) and National Bridge Inventory (NBI) data to be linked to the network.

The Energy and Emissions Reduction Policy Analysis Tool (EERPAT) was developed to assist state transportation agencies with analyzing greenhouse gas reduction scenarios and alternatives for use in the transportation planning process, the development of state climate action plans, scenario planning exercises, and to measure the reduction potential of various transportation strategies to meet state greenhouse gas reduction goals and targets. The Tool allows agencies to quickly assess policy interactions in hundreds of scenarios. The Tool uses GreenSTEP, developed by the Oregon State DOT, as its foundation, and is expected to have regular enhancements.

FHWA's Infrastructure Carbon Estimator is a spreadsheet tool that estimates the lifecycle energy and greenhouse gas emissions from the construction and maintenance of transportation facilities. The Estimator requires limited data inputs and is designed to inform planning and pre-engineering analysis.

The ITS Deployment Analysis System (IDAS) is an ITS sketch planning analysis tool that can be used to estimate the impacts, benefits and costs resulting from the deployment of ITS components. IDAS operates as a post-processor to the travel demand forecasting models employed by the planning community. That is, IDAS utilizes the modal split and traffic assignment results from the traditional planning model to estimate changes in modal, route, and temporal decisions of travelers resulting from ITS technologies. Because IDAS is intended for sketch planning analysis, it is a tool to analyze alternatives rather than optimize ITS operations.

The ESA Webtool is an online tool to streamline the preparation of Biological Assessments and the consultation process under Section 7 of the Federal Endangered Species Act for projects where the Federal Highway Administration is the lead federal action agency.

eNEPA is a tool that supports transportation agencies efforts to comply with the National Environmental Policy Act for transportation projects. eNEPA supports State and Federal agencies' opportunities for real-time collaboration on environmental reviews.

The P3 Toolkit includes analytical tools and guidance documents to assist in educating public sector policy-makers, legislative and executive staff, and transportation professionals in implementation of P3 projects. INVEST (Infrastructure Voluntary Evaluation Sustainability Tool) was developed by FHWA as a practical, web-based, collection of voluntary best practices, called criteria, designed to help transportation agencies integrate sustainability into their programs (policies, processes, procedures and practices) and projects. The Travel Model Improvement Program (TMIP) has conducted research, provided technical assistance, and delivered training to local, regional and state transportation planning professionals since 1994.
