Associate Administrator for Planning, Environment, and Realty

Among her recent accomplishments are that she led the successful development and implementation of new proposals that were passed by MAP-21 and FAST Acts.  She also played a key role in Accelerating Project Delivery and Regional Cooperation.

Prior to becoming Associate Administrator on February 18, 2007, Gloria held the position of Director, Office of Planning where she served as the FHWA's principal advocate for metropolitan and statewide planning and programs and was responsible for directing the development of policies, regulations, directives, and techniques to carry out the planning process.

Gloria joined the FHWA in 1999 having served previously as the Staff Director for the Transportation Solutions Group, the Maryland DOT (MDOT) and the Deputy Director of the Office of Planning and Preliminary Engineering, Maryland State Highway Administration, MDOT.  She was previously Chief of Staff for the Commissioner of New York State's Department of Transportation (NYS DOT), an Agency of 12,000 people with a $5 billion annual budget.

Gloria relocated to Maryland in 1995 after she accepted the position of Deputy Director, Office of Planning and Preliminary Engineering for the MDOT, State Highway Administration (SHA).  Her responsibilities at the SHA included sharing leadership of the SHA's Office of Planning and Preliminary Engineering, an Office of 150 people; sharing leadership for one of the SHA's most time sensitive projects - the relocation of the Redskins from Washington, D.C. to Landover, MD; and leading the development and management of performance measures, benchmarks and Continuous Process and Product Improvement for the entire SHA.

She earned her Masters of Law degree from Georgetown University, Doctor of Jurisprudence Degree from Albany Law School, and her Doctor of Arts from the University at Albany (SUNY).  She is a member of the New York State Bar.

Gloria is a member of various professional and recreational organizations and is an award-winning runner.  She also enjoys hiking, and biking.  A native of Albany, New York, she currently resides in Silver Spring, Maryland.
