Konove, ElissaCalifornia Division Administrator
Since April 2024, Elissa has served as the California Division Administrator with the Federal Highway Administration (FHWA). In this role, she provides leadership and direction to the division office in the administration and delivery of the annual $5 billion Federal-aid highway program in collaboration with Federal, State, and local officials. Elissa joined the California Division in 2022 as the Deputy Division Administrator and was responsible for helping direct the delivery of the Federal-aid highway program and leading a multidisciplinary professional staff responsible for engineering, safety, operations, finance, and planning. Prior to joining the FHWA California Division Office, Elissa served as Undersecretary at the California State Transportation Agency (CalSTA) from May 2019 to August 2022. As Undersecretary, Elissa provided the Secretary with advice on state transportation issues, programs, and departments, and oversaw personnel, fiscal and administrative functions, and strategic planning. Elissa served as Deputy CEO at the Southern California Regional Rail Authority (Metrolink) from September 2015 to April 2019. In this role, she assisted the CEO in providing leadership to Metrolink to operate a commuter rail network on seven routes across a six-county, 538 route-mile system. She oversaw the Authority's finance, contracts, materials management, information technology, human resources, administrative services, and safety departments. Prior relocating to California in 2015, Elissa held several federal positions in Washington, D.C. She served for seven years as the FHWA Chief Financial Officer and was responsible for overseeing Federal highway budget, financial, and acquisition matters, including the agency's $40 billion annual budget, audit and accounting, grant management, and procurement activities. She also served as Acting Director of Field Services South, overseeing programs and projects in 13 FHWA Division Offices, and served for two years as the FHWA Budget Director, where she led a staff in developing, presenting, and executing the agency's annual budget. Before joining FHWA in 2006, Elissa spent five years at the White House Office of Management and Budget. While at OMB, she oversaw the formulation and execution of U.S. DOT agency budgets and coordinated surface transportation bill reauthorization and appropriation activities. She also served on a detail assignment to the Senate Budget Committee, where she was responsible for the transportation function during development of and negotiations on the Congressional budget resolution. Elissa earned a Master's Degree in Public Policy from the University of Southern California and a Bachelor's Degree in Political Science from the University of California, Davis. |
