Kehrli, Mark R Associate Administrator for Innovation and Workforce Solutions On January 3, 2010, Mark R. Kehrli was advanced into the Senior Executive Service position of Director, Office of Transportation Operations.  In this capacity, he is responsible for developing and executing national policies and program initiatives to facilitate the safe and efficient operation of the surface transportation program.   Prior to this appointment, Mark served as the Division Administrator in the District of Columbia (D.C.), a position that he has held since 2006.  While in this position, he was responsible for overseeing the delivery of the Federal-aid program and providing direction to Federal Highway Administration's (FHWA) partners and customers in the District.    Previously, Mark served as the Assistant Division Administrator in D.C.  In this capacity, he led the development and implementation of an award-winning FHWA-District Department of Transportation Joint Performance Plan.   Joining FHWA in 1995, Mark served as a Transportation Management Specialist in the former Region 9 Office in San Francisco, California. He also has gained valuable experience serving as the National ITS Deployment Task Force Team Leader in the Office of Operations and a Regional Traffic Management Specialist in the former Region 9 Office in San Francisco.    Mark holds a Master's Degree in Transportation Engineering from Rensselaer Polytechnic Institute, a Master's Degree in Public Administration from Russell Sage College, and a Bachelor's Degree in Civil Engineering from Clarkson University.
