Ritter, Robert Associate Administrator for Safety In February 2024, Robert (Rob) Ritter was appointed the Federal Highway Administration's (FHWA) Associate Administrator for Safety. Rob provides leadership and advocacy for improving highway safety within FHWA and to State Departments of Transportation and local governments. Rob develops policies, provides guidance and technical assistance and directs analysis of new technologies and proposed highway safety infrastructure programs. Prior to becoming Associate Administrator, Rob was Director, Office of Safety Technologies at FHWA where he provided leadership and technical assistance on advancement and implementation of highway safety infrastructure technologies including intersections, roadway departure, pedestrians, speed management, and other safety related programs. Rob also led the promotion of data driven decision-making approaches and tools to State and local partners. Prior to returning to FHWA in 2023, Rob served as the SES Director, Office of Impaired Driving and Occupant Protection with the National Highway Traffic Safety Administration. In this role, he worked to reduce the incidence of alcohol and drug-impaired driving, increase seat belt and child safety seat use, and reduce distracted and drowsy driving. Rob led research and development activities and leveraged partnerships to develop and disseminate programs, best practices, communication and other tools to reduce risky driving behavior and resulting crashes, injuries and fatalities. Prior to being appointed to the SES, Rob had a 15-year career with FHWA in various positions in the Office of Innovative Program Delivery, Office of Safety, Office of Human and Natural Environment, and Office of Planning. Rob has over 30 years' experience in transportation safety, policy, planning and implementation in public, private and non-profit positions. Rob earned his Master's degree in Transportation from Morgan State University and Bachelor of Science in Civil Engineering and Bachelor of Arts in Religion from Rutgers University. Rob is a licensed Professional Engineer in the State of Maryland.
