Chin, Arthur Director, Office of Information Technology and Data Services (Chief Technology Officer) Mr. Chin joins FHWA as a current SES from the Department of Housing and Urban Development (HUD) where he served as the Chief Digital Services Officer. There he directed the digital product and service delivery across the agency, including management and oversight of enterprise modernization and implementation of emerging technology. He has a track record of leveraging information technology to improve business processes and performance, delivering high quality services to stakeholders, accomplishing the Agency's strategic mission, goals, and program objectives. Mr. Chin is recognized as a collaborator that engages partners within the organization and with the external stakeholders to achieve mutual success. In 2017, he was awarded both the Secretary's Award for Excellence, the Department's highest honor in recognition of extraordinary commitment, service, and contribution, and the Distinguished Service Award for outstanding leadership in developing and directing creative solutions which accomplished extraordinary results for HUD. In 2020, Mr. Chin received the Disruptive Tech Award for leading the transformation of Federal information technology.
