Burrows, Shay K

Since December 2014, Mr. Burrows has served as the Structures Safety and Management Team Leader in the Office of Bridges and Structures where he leads a diverse workforce of 11 technical specialists in the areas of bridge and tunnel safety, management, and preservation. In addition, he is responsible for two national safety programs, the National Bridge Inspection Program and the National Tunnel Inspection Program and has implemented four different appropriated bridge programs totaling more than $2.9 billion. Recent accomplishments include implementing the Performance-Based Bridge Program and supporting responses to major incidents, like the fire under I-85 in Atlanta and the fire on the Brent Spence Bridge between Cincinnati, OH and Covington, KY.

 

Mr. Burrows began his FHWA career in 1996 as a Civil Engineer on the Highway Engineer Training Program (HETP) where he had assignments in New Hampshire, Mississippi, and Colorado. Upon graduation from the HETP, he held positions in the New Jersey Division and the Resource Center. Shay has held several leadership assignments including, acting Maryland Division Administrator, acting Director, Office of Preconstruction, Construction, and Pavement, acting Director, Office of Bridges and Structures, and was detailed to the U.S. Senate.

 

Mr. Burrows holds a Bachelor of Science degree in Mechanical Engineering and a Master of Science degree in Civil Engineering, both from Rutgers University, and is a licensed Professional Engineer in the State of Pennsylvania.
