Nesbitt, Michael

Director, Office of Transportation Policy Studies

On April 9, 2023, Michael Nesbitt was appointed into the Senior Executive Service position of Director, Office of Transportation Policy Studies, Federal Highway Administration (FHWA). In this capacity, he provides national leadership directing a program of economic and analytical studies, to include supporting the development of policies, legislative initiatives, and analyses of the implications of national financial and economic policies on highway infrastructure investment. Furthermore, Michael directs the development of innovative techniques to evaluate the economic, social, and environmental impacts on highway transportation development and the traveling public.

Prior to his appointment, Michael served as the Lead Transportation Specialist in the Office of Transportation Policy Studies where he provided leadership and direction to a team of transportation professionals responsible for assessing transportation right-of-way use options, highway costs and revenue issues, and emerging trends. In this role, Michael established collaborative partnerships with stakeholders to address transportation policy priorities and emerging transportation needs. He also led the development of the FHWA Fiscal Year 2022-2026 Strategic Plan.

Prior to this role, Michael served as a Senior Transportation Specialist in the Office of Infrastructure's Transportation Performance Management Team. In this capacity, Michael worked to improve stakeholders' capabilities to exercise data-driven transportation investment decision-making practices. Prior to that assignment, he held several positions of increasing responsibility within FHWA, which included coordinating stakeholder engagement efforts on significant rulemakings, contributing to the FHWA Performance Management Transition Working group, and conducting workshops on change management. Michael began his career with FHWA in 2008 as a Student Career Experience Program Intern in the Office of Human Resources.

Michael holds a Master's degree in Transportation Policy, Operations, and Logistics from George Mason University and a Bachelor's degree in Sociology/Anthropology from Carleton College.
