Wilner, Marcus D

Director, Central Federal Lands Highway Division

Marcus Wilner was selected as the Director, Central Federal Lands Highway Division (CFLHD) in April 2022. In this capacity, Mr. Wilner exercises executive direction over the activities within the division to effectively promote, implement and administer the Federal Lands Highway Program, serving the transportation engineering needs of Federal Land Management Agencies and other interagency partners within the 14 state geographical area of the Division.

 

Previously, Mr. Wilner served as the Deputy Division Administrator (DDA) in the Texas Division; in this capacity, he was responsible for providing direction and leadership to a large office staff ensuring stewardship and oversight of one of the largest Federal-aid highway programs at over $4B annually, while managing the daily internal operations of the Division. As DDA, Mr. Wilner shaped the Texas Division mission in support of a significant transition to implement a more programmatic approach to risk-based stewardship and oversight. In this strategic approach, the Division used data to assess risk and influence decision-making to achieve shared strategic outcomes with partners. 

 

Outside of Texas, Mr. Wilner led the establishment of the Deputy Division Administrator's Council as a key network to support the development of a motivated group of DDAs toward becoming the next senior leaders.

 

Prior to his leadership roles in Central Federal Lands and Texas, Mr. Wilner served as the Assistant Division Administrator in the New Mexico Division where he established partnerships to improve and implement vital programs with the New Mexico Department of Transportation and Native American tribal governments. He has held other leadership positions in Ohio, North Carolina, and Georgia and served on a detail as Acting CFLHD Director.

 

Before joining FHWA in 1999 as a Community Planner, Mr. Wilner began his public service career with the Georgia Department of Transportation. He holds a Bachelor of Science degree in Criminology and Master's degree in Urban and Regional Planning from Florida State University.
