Director of Field Services - North

Thomas Nelson, Jr. is a Senior Executive with the U.S. Department of Transportation, Federal Highway Administration (FHWA). Since March 2024, Thomas has served as the Director of Field Services North with oversight of 13 FHWA Division Offices including: Connecticut, Delaware, District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, and Vermont. He a member of the FHWA Senior Leadership Team.

Prior to this position, Thomas has served as the Division Administrator for the Virginia Division Office. In this role, he provided leadership and direction to the division office in the administration and delivery of the $1.4 billion Federal-aid highway program in collaboration with Federal, State, and local officials. Previously, Thomas served as the Division Administrator for the Kentucky Division Office where he led the delivery of the Kentucky Transportation Cabinet's $700 million Federal-aid highway program.

Prior to his position as Division Administrators, Thomas served as the Special Assistant to the Administrator, where he provided direct support to the Administrator and served as a key adviser on program and policy issues having national, regulatory, and legislative implications. His career with FHWA started in 2009 as a Major Projects Engineer in the Office of Innovative Program Delivery, where he provided technical and policy assistance to FHWA field offices, state DOT partners, and stakeholders in implementing risk-based project management. Prior to joining FHWA, Thomas gained valuable leadership experience with CH2M Hill as well as the Michigan Department of Transportation.

Thomas holds a Bachelor of Science Degree in Civil Engineering from Michigan State University and is a licensed Professional Engineer.
