Hogge, Brian

Director, Office of Preconstruction, Construction, and Pavements

Brian Hogge is the Director of Preconstruction, Construction, and Pavements at the Federal Highway Administration (FHWA). In this role, he leads a multi-disciplinary team in shaping policy and guiding the implementation of key areas such as highway design, contract administration, construction, and the design and construction of pavements.

Before his current role, Brian served as the Construction Team Leader, where he oversaw the development of policies and technical guidance in areas including alternative contracting, contract administration, Buy America, construction technology, maintenance, and workforce development. His experience at FHWA also includes serving as Division Administrator for the West Virginia Division, where he managed the $480 million Federal-aid highway program in collaboration with Federal, State, and local officials. He has also held positions in FHWA Divisions in Alabama, Minnesota, and Michigan. Before joining FHWA, Brian worked with the Connecticut Department of Transportation and the University of Connecticut.

Brian holds a Bachelor of Science in Civil Engineering from Brigham Young University. He and his wife, Erika, have four children: Ethan, Ashton, Megan, and Owen.
