Division Administrator PENNSYLVANIA

Alicia has been working in the Pennsylvania Division Office as the Division Administrator since March of 2018.  She started with Federal Highway Administration right out of college and has held several positions within FHWA.  Those positions include: Area Engineer, Intermodal Planning Engineer, Regional Air Quality Specialist, Transportation Planning Engineer, Northern Border Transportation Program Coordinator, and Director of Program Management.   Most recently, Alicia served as the Assistant Division Administrator in Colorado working closely with the Colorado Department of Transportation on several of their initiatives including implementation of ROADX, various innovative technology deployments and several major projects initiatives.  Throughout her tenure with FHWA, Alicia has worked on all aspects of the Federal-Aid program, including project planning, environmental review, project design, construction and operation and maintenance related program oversight.  She has worked with the International agencies by assignment of the Border Coordinator working closely with CBP and GSA on several international projects.

 

Major initiatives that she worked on include the expedited environmental and contracting for the Tappan Zee Bridge, which completed the EIS process in less than a year.  This project is a major project in the State of New York and involved numerous innovated practices including finance, contracting and construction practices.   In Colorado, Alicia was instrumental in shepherding the project through the Environmental process for the I-70 East project and expediting the project development for major construction projects on I-25, both north and south of Denver.   During her tenure, the TIM first responder training has increased substantially from less than 5% to over 30%.

 

Alicia grew up in Michigan (in a small town of Chelsea outside of Ann Arbor Michigan).  She is married to a wonderful man (Patrick Giles Nolan) for over 25 years, who is now a retired Albany NY Firefighter.    

 

 

EDUCATION AND PROFESSIONAL DEVELOPMENT:

BS in Civil Engineering from Michigan State

MS in Urban and Environmental Studies from Rensselear Polytechnic Institute (RPI)
