Lewis, David A Director, Office of Human Resources In September 2018, David Lewis was appointed to the Senior Executive Service and position of Director, Office of Human Resources (HR) in the Federal Highway Administration (FHWA).  He is responsible for providing strategic direction to over 80 professionals in providing human resources consultation and advisory services to FHWA's Headquarters and field organizations.  Prior to becoming HR Director, David served as Acting HR Director from January 2017 to August 2018, overseeing a professional staff in three locations in developing and implementing policies, programs, and activities that advanced a full range of Federal Government, U.S. Department of Transportation (DOT), and FHWA HR initiatives.  He provided strategic leadership and direction in realigning HR functions and positions to improve the delivery of HR services.  He had also been at the forefront in establishing DOT partnerships to maximize mission support customer service and efficiency across the Department through the creation and implementation of shared service models. David also served for 6 years as the Chief, HR Operations Division where he led the development and implementation of streamlined processes and innovative data-based tracking systems that resulted in the Agency exceeding departmental Hiring Reform goals.  David has served in other leadership positions including Chief, HR Services Division, and Program Manager for Employee Relations.  He joined FHWA in 1989 as a Personnel Management Specialist.  David is the recipient of numerous awards including the Secretary's Award for Meritorious Achievement Award for his distinguished leadership in establishing a culture of accountability in performance management. He holds a Bachelor's Degree in Business Administration from Morgan State University, Baltimore, Maryland.  David is a graduate of the DOT Personnel Management Intern Program, and he is also a graduate of the Federal Executive Institute's Leadership for a Democratic Society.  David is married with two children and a dog named Rambo.   In his spare time, David's hobbies include photography, travel, volunteer work, and coaching youth sports.
