Director, Eastern Federal Lands Highway Division

Ms. Monique Evans is the Director of the Eastern Federal Lands Highway Division (EFLHD) in the Federal Highway Administration. EFLHD operates as part of the Federal Lands Highway Program, serving the transportation engineering needs of Federal Land Management Agencies and other interagency partners in the 31 states east of the Mississippi River as well as the District of Columbia, and the territories of Puerto Rico and the Virgin Islands.  As the Division Director, Ms. Evans provides senior executive level leadership for 250 employees in delivering more than 200 annual road and bridge improvement projects (worth approximately $400M) on Federal and Tribal lands such as our National Parks, Wildlife Refuges, and Indian Reservations. 

 

Ms. Evans joined FHWA in 2010 as the Director of the Office of Safety Research and Development at the Turner-Fairbank Highway Research Center, where until 2018 she provided executive leadership and guidance for improving and advancing transportation safety-related technologies and innovations through research, development and testing.  During the eight years Ms. Evans was the Director of Safety R&D, she also served temporary terms as the Acting Director of the Office of Corporate Research, Technology, and Innovation Management and as the Acting Associate Administrator for Research, Development and Technology and Director of the Turner-Fairbank Highway Research Center.

 

From 2000 to 2010 Ms. Evans served as the Administrator of the Office of Research and Development for the Ohio Department of Transportation (ODOT). As the Administrator, she oversaw the strategic development and overall delivery of ODOT's transportation research program and transformed it into a nationally recognized model for research program management.  From 1995 - 2000, Ms. Evans served as ODOT's Standards Engineer, where she was responsible for developing engineering policies, standards, and design criteria related to geometric design, hydraulics, traffic control and roadside safety.  From 1990 to 1995, Ms. Evans was a Transportation Engineer in the ODOT District 5 Office, where she led the design of a variety of roadway and structural engineering projects.

 

Before joining ODOT, Ms. Evans worked at several architecture/engineering consulting firms as a structural designer, architectural detailer, and engineering technician.

 

Ms. Evans holds a B.S. in Civil Engineering from the University of Cincinnati, where she majored in Structural Engineering.  She is a Registered Professional Engineer in Ohio and a Certified Public Manager (CPM).
