Director of Field Services - North

In July of 2017, Robert Arnold became the Director of Field Services - North. He is responsible for thirteen FHWA Division offices (Connecticut, Delaware, District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, and Vermont) predominately located in the Northeast. Those offices provide front line Federal-aid program delivery assistance to partners and customers in highway transportation and safety services, including but not limited to, planning and research, preliminary engineering, technology transfer, right-of-way, bridge, highway safety, traffic operations, environment, civil rights, design construction and maintenance, engineering coordination, highway beautification, and administration. He also serves as a principal advisor to the FHWA Administrator, the Deputy Administrator, and the Executive Director on matters as they relate to FHWA\'s stewardship and oversight of the Federal-aid highway program. 

Prior to this position, Bob served as the Director, Office of Transportation Management in the Headquarters Office of Operations.  In this capacity he served as the national leader and advocate for advancing the operations of metropolitan, rural, and statewide surface transportation systems to enhance mobility, efficiency, productivity, and safety.  Prior to this assignment, Robert served as the Director, Office of Transportation Operations a position he held since September 2007. 

Prior to his appointment into the Senior Executive Service, Bob served from February 2001 to August 2007 as the Division Administrator for the New York Division in Albany, NY.  He led the Division office in their partnership with the New York State Department of Transportation to progress the Federal-aid highway program. This is done through a staff of engineers and technical specialist who assure efficient and effective use of Federal-aid funds, compliance with Federal laws and regulations, and promote good engineering practices and new technologies. Prior to this appointment he held the Assistant Division Administrator's position in New Jersey.

He joined the Federal Highway Administration in 1983 as a Highway Engineer trainee. Upon graduation from the Highway Engineer Training Program (HETP) in 1985 he served as an Assistant Area Engineer and Area Engineer in the Maryland Division.

In 1989 Robert was promoted to Region Nine (San Francisco, CA) Construction and Maintenance Engineer. His next Agency role was as the Oklahoma Division's Field Operations Engineer in 1992. In 1995 he moved on to the New York Division's senior District Engineer position from which he was appointed to the New Jersey Division in 1999.

Mr. Arnold is a 1983 graduate of Ohio Northern University - Ada, Ohio, where he received a Bachelor of Science in Civil Engineering.
