Director, Office of Acquisition and Grants Management/Chief Acquisition Officer

In September 2019, Stephanie Curtis was appointed Director of the Office of Acquisition and Grants Management at the Federal Highway Administration (FHWA).  In this role, she provides executive oversight and direction to a staff of approximately 75 employees in awarding and administering all phases of contracts, grants, cooperative agreements, and interagency agreements within FHWA.  Stephanie also guides the development and implementation of innovative acquisition approaches to support Departmental initiatives, including shared service support pilots with other DOT Operating Administrations.


Previously, Stephanie served as the Director, Assistance Agreements and Acquisition Services within the FHWA Office of Acquisition and Grants Management.  During her tenure, she reduced FHWA's inactive obligation percentage from 19 percent to less than 1 percent over a 3-year period.  Stephanie also directed acquisition shared service initiatives supporting the Department's Build America Bureau and the Federal Motor Carrier Safety Administration. 


Prior to this assignment, Stephanie served as the Team Leader for Assistance Agreements and Acquisition Services, where she was responsible for overseeing the award and administration of a wide range of negotiated procurements, simplified acquisitions, purchase card transactions, and interagency agreements. 


Stephanie began her career with FHWA as an Acquisition Specialist Student Trainee and has been selected for roles of increasing responsibility since joining the agency in 1991.
